Borang K

Finally! I obtain my borang K. Below is what I did.
  1. Went to Immigration & Checkpoint Authority (ICA) in the morning
  2. Take the lift to level 6
  3. Get a queue ticket by pressing "Enquiry"
  4. When my number is called, show my temporary Singapore NRIC as proof that I'm who I said I am.
  5. Get my certified photocopy of
    • Singapore NRIC
    • Citizen certificate
  6. I was told by ICA officer there isn't any photocopy services within the building. Never really went around to proof her wrong. So I went to a nearby photocopy store. There is one opposite burger king and I photocopied these
    • Singapore NRIC (2 copies)
    • Citizenship certificate, front & back (2 copies)
    • Passport, bio data page only (2 copies)


After that I head to Malaysia High Commission (MHC) that opens at 2:30pm. Seems to me, they open earlier than 2:30pm. Every time I'm there before 2:30pm, there are already people finished their task and leaving the place. This is what I did there.
  1. Go straight to the left most counter in that room
  2. Hand over the photocopied documents.
  3. Got my borang K and my birth certificate.
  4. Head over to the other room where Malaysians renew their passport.
  5. Photocopy my borang K, front & back.
Head over to ICA.
  1. Take a lift to level 6
  2. Get a queue number by pressing "Collection"
  3. When my number is called. Hand over the photocopied borang K and show the officer the original for verification.
That's all. Next I'll be going back to Malaysia to sell my parent's car which is under my name and also to withdraw my EPF.

  1. Hi Kevin, when you went to ICA to collect Certified copy of Singapore NRIC and Citizenship Certificate, did you make an appointment? Or you could go down and collect without any appointment?

    1. Hi Katherine, when you request for the certified copy, the officer will tell you verbally when to collect it. Just head to ICA on that day. NO need to make appointment.

      MHC letter says the borang K is ready for collection and with requirements of submitting Singapore NRIC photocopy and citizenship certificate photocopy

      Selling the car was easy after getting Borang K. Getting the EPF is troublesome. I'm still in the midst of doing it. My bank is CIMB and changing my Malaysia NRIC to Singapore passport number takes 3 days. My trip back the previous time just to change that only. Without the proper passport number for the bank account, EPF won't release the money. Sigh... I'll post more when I'm done with it.

      I don't know the procedure to withdraw EPF without bank account but I recalled someone posted some comments about getting a cheque. You need to read through the comments, but I forgot he/she posted in which post.

    1. Hi Penny, you can only withdraw your EPF when you retire as a Malaysian. Therefore you can only withdraw after you renounce.

  7. Hi Kevin, i mean we need to renounce in MHC then can get the letter to submit to ICA. We have to make appointment right? So any lead time ? I need to take time settle my insurance then can go to do renounce. Once submit they will not give back our IC right. So if I want to cancel very troublesome.

    Then, why did you go to MHC in the afternoon to get borang K again? Did I misinterpret anything?

      1. I went to ICA to get "certified photocopy" of the documents to submit to MHC.
      2. Then I got my borang K from MHC, made a photocopy and submit to ICA

    7. Finally received email and SMS on form K collection from MHC on 11 Sep 2017. When submitting copy of Form K to ICA, need to take Q number (services- Document collection). Photocopy available at HDB block behind ICA.

    8. @Kevin/@Fook Seng Teng, Hi, can i clarify the steps with you? I just received an email notification (no letter in the post) from MHC to collect Borang K but must produce Singapore IC (not the temporary slip) + Citizenship Certificate. So if I'm reading correctly:-
      1) Go to ICA to request for IC and citizenship certificate (with the printed email from MHC)
      2) Go to MHC with the relevant documents from ICA to collect Borang K and Malaysian Birthcert

  14. Hi Kevin, when did u apply your Singapore passport? Since during the renunciation need to surrender the Malaysia passport, then can u actually apply for SG passport before the renunciation and also before ICA appointment for Singapore Citizenship Registration?

    1. Hi Christine, I can't remember very well the timeline of the events. You probably need to read through my blog. I only remember I was without passport only for 1 week. Surrendered my Malaysia passport and applied for Singapore passport the same day and got it in a week. Apply passport online is SGD10 cheaper.

  15. Hi Kevin, your post has been very useful and so informative. I have a question on driving license, haven't converted mine yet to SG one (forgot about this bit) and already started the renunciation process. Can I still get the safety record from JPJ to do the conversion after sitting for Basic Theory Test? I get conflicting feedback from different parties, including the traffic police. Hope that you can share if you had some experience in this? Thanks.

    1. Hi Summer,
      From my experience, after I renounce at MHC in Singapore, Putrajaya did not process my paperwork until like 3-4 months later. Therefore you should still be able to get the JPJ extract in Malaysia. Get a runner to do it for you so that you don't need to be there personally.

      On the other hand at Singapore side, if your blue NRIC is still valid, probably you can still take the BTT. Give it a try, else going through the driving test in Singapore will probably cost you more than your conversion.

    1. Hi Kevin.you were mentioning "to bring the prove doc that you surrendered all your IC/passport to MHC" your mean Borang K or the other docs MY-RN1? Cause I might need to get another extraction frm JPJ before the Borang K is obtained. As Spore TP does not allows me to convert my dirving license without the Borang K and by the time the Borang K is issued the earlier extraction may have expired.

      From the time I got the queue ticket till the time I collect my certified copy of documents. I think less than 30 minutes, pretty fast I would say.

      You're welcome :) when you mentioned study loan you meant PTPTN? You might want to do a CTRL+F on the site. I remember reading someone's comment about it. Based on common sense, you probably need to pay up the loan before renunciation.

      Nov till now? that's like 10 months +-. I've read some comments stating that they had called up to check. Maybe you can call up and check too. But I don't recall reading any phone numbers. Maybe you can search through all the blog post of mine regarding the renunciation to see if you can find the person who posted the comment or find out yourself what number to call to enquire. Hope you get your Borang K soon.

BTW, must we change the bank account to password number in order to get the EPF money? Also, should we wait for EPF interest being credited first (i think it is annually) or EPF will prorate the interest?

      1. Yes, need to photocopy and bring the original to ICA for them to verify.
      2. What bank account to password number? I am not sure what you are talking about. You just need to have an existing Malaysia bank account before you renounce your Malaysia citizenship.

    I have submitted the MY-RN1 on Nov 16 and pay $10 to MHC. The acknowledge slip ask me to wait for 4 months to receive form K. I received my pink ic and citizen certificate on May 17 in the CC. I have totally forgot about Form K until i received a letter from ICA reminder for submission of final renunciation documents. This final renunciation documents means Form K ? I read your blog have mentioned go to ICA to certified temporary IC. If i have got my pink IC and citizen certificate still need to go ICA to certify? Many thanks you could reply soonest.

      How come ICA allow you to collect your citizenship certificate and NRIC before you show them your borang K? Your sequence of events are different. Yes you still need to go ICA to show them your borang K because Singapore don't allow dual citizenship that's why they want to see you complete your renunciation of Malaysia citizenship.

      I'm not sure but it seems that the process (sequence of events) has changed recently.

      Same as Abby, I also received the borang K recently. Before that, I had already received the Singapore pink IC and Certificate of Citizenship from the citizenship ceremony organized by CC (Community Center), instead of from ICA.

  31. Hi, all. I submitted the renounciation of my Msian citizenship on September 2017. Emailed the MHC in SG and the consular replied that September 2017 batch is still under processing in HQ Putrajaya. Anyone same batch with me who already received the borang K and birth cert from MHC?

    1. Just found out from the consular by phone that Putrajaya is currently processing the July 2017 batch, and September 2017 batch is expected to be ready for collection sometime in May 2018.

      I'm in the same batch as you, renounced in late September 2017. Hope that helps

    I have did the Oath of Renunciation, and obtained my Pink NRIC, and also collected my Certificate of Singapore Citizenship along.

    However, I received an email a few days back:-
    2. Kindly print this email and bring along the following documents (Original & two (2) clear photocopies each in A4 size paper - to be photocopied beforehand):
    i. Singapore Identity Card or 11B Card (to photocopy front and back of document); the temporary slip will not be accepted;
    ii. Singapore Passport (bio-data page only);
    iii. Singapore Citizenship Certificate (to photocopy front and back of document);
    iv. Deed Poll/Baptism (if name has been changed), if applicable
    v. Acknowledgement Slip (MY-RN1 Form)
    * Kindly take note that a certified true copy from Immigration & Checkpoints Authority (ICA) is acceptable.
    3. Please collect the Form K / Birth Certificate within two (2) months from the date of this email.

    I don't have the Acknowledgement Slip (MY-RN1 Form) since it's already submitted to ICA. Is this normal?

      I have submitted mine on the 13 Oct 2017, and yet to receive any mails for collection of Form k. I emailed them and they told me they've yet to receive from Putrajaya and the waiting time is between 8 months to 1 year now. A bit dissapointed as I need it urgently to settle some stuff back in Malaysia.

  38. Hi guys, just a random information. Malaysia Embassy might have emailed you instead of sending a hardcopy snail mail to inform you to get the K-form.

    Check your email / call them to check if form k is ready for collection already or not

      You may want to send it to ICA_Citizenship_Unit@ica.gov.sg. The header should be the Reference No. Mine was ROC-2016-APP-xxxxxxxxx. Before that, I drop them an email to ask whether I need to go down personally or scan a copy, they replied me to scan a copy to them. You can try.

    Hi, do you recall how long the process from collecting borang k to submit it to ICA? I already have pink nric and citizenship cert. Need to take half day from work lunch time is sufficient?

  48. Collection time is 2.30pm to 4.00pm monday to friday. You should be able to collect within 30 min or earlier. Then you may want to scan to ica or submit personally.

    1. I waited 12 months! Tried contacting consular 3 months ago but have no response. My advice is send email to both mwsingapore@kln.gov.my and mwspore@singnet.com.sg I got response on the same day.

I applied renounced Msia Citizenship at MHC in Feb 2018 , received my original cert of Singapore Citizenship & Singapore IC in Sept 2018 during the citizenship ceremony then received email in Dec 2018 from MHC to collect Form K. There's an Indian lady security at MHC that always been very helpful letting people know what to do next.

  52. LEAVING THE COUNTRY WITHDRAWAL
    PURPOSE
    This withdrawal allows the withdrawal of savings by:
     Malaysian members who have renounced / revoked their Malaysian citizenship in order to migrate to another
    country; OR
     Non-Malaysian members who are no longer employed in this country and intend to return to their home country.
    APPLICANT’S ELIGIBILITY
    1. Malaysian citizens / Permanent Residents (PR) who have renounced their Malaysian citizenship; OR
    2. Non-Malaysians (expatriates / foreign workers) who are no longer employed in this country and intend to leave
    Malaysia; AND
    3. Still have savings with the EPF.
    TERMS OF WITHDRAWAL
    1. Malaysian Citizen and Permanent Resident:
     Member has renounced his/her nationality status as a Malaysian citizen or Permanent Resident
    2. Expatriate and Foreign Workers:
     Member’s employment has expired supported by an employment termination letter, income tax relief
    statements or work permit termination issued by the Immigration Department of Malaysia
     Workers with the Residence Pass-Talent (RP-T) must cancel their Residence Pass
     Non-Malaysian workers who have married a Malaysian citizen must cancel their Residence Pass
     Check-out memo issued by the Immigration Department of Malaysia for foreign workers
    3. Expatriate members should apply two (2) months in advance:
     Before the expiration of work permit or before the expiration of any extension period from the date of withdrawal
    application; OR
     Before the termination of service by respective employers
    4. Foreign workers should apply two (2) months in advance before their work permit or any extended work permit
    expires

    2. A duplicate copy of valid passport clearly displaying the name and passport number
    3. Bank account information. Members are encouraged to bring along their bank passbook / savings account
    statement OR a copy of the account statement when making an application.
    4. EPF Form 3 (Revised) - If thumbprint verification failed / for submission by mail
    SUPPORTING DOCUMENTS
    1. Please refer to the Document Checklist for Leaving the Country Withdrawal at EPF website or refer to any EPF
    branches for the necessary documents.
    2. EPF reserves the right to request additional documents or reject incomplete applications that do not comply with
    the terms and conditions.
    MODES OF PAYMENT
    1. Payment in Malaysia
    All withdrawal payments will be credited directly into member’s account subject to the following:
     Member has an active account with a panel bank appointed by the EPF; AND
     Member’s identification number matches with the bank’s records; AND
     Payment is made in Ringgit Malaysia (RM)
     A banker's cheque will be issued if the crediting of payment into member' account is unsuccessful
    2. Remittance of Payment to Foreign Countries
    Payment will be made via Foreign Bank Draft. Members may specify their preferred currency in the application
    form subject to these circumstances:
     Currency is included in the EPF’s approved list for payment via Foreign Bank Draft; OR
     If the currency stated by the member in the withdrawal form is not available in the list, the payment via
    Foreign Bank Draft will be made in US Dollar.
    NOTICE TO APPLICANTS
    Incorrect or False Declaration or Furnishing False Documents
    If the applicant provides the EPF with false statement or forged documents, the applicant is deemed as having committed
    an offence and shall, upon conviction, be liable to imprisonment for a term not exceeding three (3) years or fine not
    exceeding RM10,000.00 or both [Section 59, EPF Act 1991 (Amendment) 2007].

    1. Hi Unknown,
      To write an email about your status of Borang K from the Consular, you need to indicate your "Ref No.: RN XX/X" from the stamp chop below the MY-RN1 / Acknowledgment Slip form. Keep this form and the photocopy birth cert properly for collection of Borang K.

      After i emailed few time to the JPN asking for Borang K, I finally received my approval email (31Dec 2018) to collect it from Consular, MHC. I submitted my renounciation (MY-RN1) form since early Feb 2018, it has delay another 2 more months after 8 months waiting (as indicated). It will advice you what documents and photocopy to bring..



      I will collect my Borang K tomorrow

    In the end it’s best I went down to ICA, just to safely hand over physically at 6th floor as I received a remind letter from ICA to go there. Get a queue number “Collection Document”. Require to see the original doc K. I don’t have the email too..

    I'm submitting my documents to MHCS tomorrow and from this thread I have been reading and notice it is mentioned that in Form K we can include our email contact. I have been looking at the website Form K again but I'm sure there isn't. Could someone tell me how do we include our email address as our other contact too?

  62. You will be given two sets of original Form K (yellow form) at MHCS on that day. There's a stamp on the form that for you to fill in your email address.
